Utility Work Closes Part of W. Constitution in Victoria

Consider it the price of progress. Beginning on today (Tuesday, June 28, 2016), the City of Victoria has announced the closing of W. Constitution Street from Victoria Street to Vine Street to thru traffic to install utility lines. This road closure is expected to take 1 week, weather permitting.

As far as any business in the area are concerned, they will all remain open and accessible so, no worries. If that's a route you normally travel through and you're not visiting one of those businesses, you can avoid delays by seeking alternate routes.
